New organisational structure to drive balanced development / Tobolsk as standalone unit / Plastics and rubber activities bundled in one business division
Sibur (Moscow / Russia; www.sibur.com) in April completed an organisational and personnel reshuffle, yielding a new management system that the petrochemicals player says “is designed to facilitate Sibur’s development strategy implementation in the most balanced way.”

In terms of organisational changes, the company has decided to give its production site in Tobolsk the status of a standalone business unit, similar to a division. The reason for this upgrade is the site’s increased gas fractionisation and polymerisation capacity as well as the construction of the ZapSibNeftekhim complex, all of which enhance the location's importance, the company said. Plasteurope.com’s Polyglobe capacity database (www.polyglobe.net) shows that the group currently produces 510,000 t/y of propylene, 200,000 t/y of butadiene as well as 500,000 t/y of PP in Tobolsk. That output will be significantly expanded in 2017 when ZapSibNeftekhim is brought on stream (for more details, see Plasteurope.com of 20.02.2015). Overall responsibility for Tobolsk operations lies with management board member and the site’s managing director Konstantin Belkin.

The company also decided to merge its Plastics and Organic Synthesis unit with its Synthetic Rubbers division into a new unit called Plastics, Elastomers and Organic Synthesis. The business unit is headed by Pavel Lyakhovich, who also serves as a Sibur management board member. As part of the reshuffle, Uralorgsintez has been assigned to the new division.

Sibur also announced a number of changes to its own as well as its holding’s management boards. Specifically, Mikhail Karisalov has been appointed chief operating officer in charge of the company’s day-to-day operations, while Vladimir Razumov is now responsible for the company’s Research and Development, Organisational Project Management as well as its Ethics and Discipline committees. A number of new members have also been appointed to the management board. They are Economics and Finance managing director Alexander Petrov, Industrial Performance director Rustam Galiakhmetov as well as Shared Services and Management Bodies director Marina Medvedeva.
